Accessibility on this website is guided by government standards and the Web Content Accessibility Guidelines (WCAG). WCAG guidelines are widely accepted as the international standard for accessibility on the web.
Whilst we aim to make this website accessible to all users and achieve a WCAG conformance level ‘AA’ or higher; we continually work with stakeholders to ensure that conformance level ‘A’ is adhered to as a minimum.

Public Health Network Cymru’s website utilises ReadSpeaker webReader, which allows content interaction on a personal level and offers important learning tools that help understanding and make it easier to access our online content on the go. Disproportionate burden
Within the current resource, we will work towards making our website more accessible in line with the WCAG version 2.1 Level A and Level AA guidelines.
Navigation and accessing information
- There is no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
- It is not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.
- It is not possible for users to change text size without some of the content overlapping.
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services. We do not plan to fix any PDFs or other documents published before 23 September 2018, however we will endeavour to make any new PDFs or Word documents accessible wherever possible.
We are aware that some external resources, documents and PDFs do not meet the accessibility guidelines, for example, are not compatible with an auto-reader tool and contain images without descriptions. We are in constant review of these external resources in line with the accessibility guidelines to see which of these resources are essential to keep, or can be removed or replaced with resources that meet the accessibility guidelines.
Live video
We endeavour to add captions to live audio or video streams wherever possible, however live video is exempt from meeting the accessibility regulations. We will always aim to provide subtitled versions of pre-recorded videos that we produce.
Read aloud
- Google Chrome: You can download the Screen Reader extension for Google Chrome to active Read Aloud features. Download Screen Reader for Google Chrome
- Edge: Click the ellipsis in the top-right corner to open the drop down menu. Click “Read Aloud” to open the control panel, which will appear under the URL bar. Press Play to read the page from the top down, or click to highlight text on the page and press play for the Read Aloud to begin at the highlighted text.
- PDFs: Adobe Acrobat Reader has a “Read Aloud” function. With the PDF open, go to “View”, then “Read Out Loud” and click “Activate Read Out Loud”. Double click to select text to start the Read Aloud. Deactivate Read Aloud in the same menu as you activate it. Download Adobe Acrobat Reader
Adjusting text size
- Google Chrome: Click the vertical ellipsis to open the menu and go to “Settings”, scroll down to “Appearance” and see “Font size”.
- Edge: Click the ellipsis in the top-right corner to open the drop down menu. Go to “Settings”, on the side-menu click “Appearance” and see “Font size”.
Please note that the above settings may differ depending on the browser version.
