There are over 78,000 prisoners in England and Wales (approximately 4,800 held in the Welsh prison estate) with around 220,000 offenders on probation (National Statistics, 2021). Research has consistently shown that the prison population are at greater risk of have a diagnosable mental health condition, substance misuse disorder, blood borne viruses and poor physical health.
